PEXA, the Property Exchange Australia platform, is the electronic system used to settle almost all property transactions in Victoria today. Every transfer, mortgage, discharge, and caveat lodged through PEXA carries a service fee charged by the platform itself, separate from the statutory Land Registry lodgement fees, stamp duty, and your legal or conveyancing costs. Understanding what PEXA actually charges helps you see the full picture of what a settlement will cost, rather than being surprised by a line item on your final statement.

What PEXA fees cover

PEXA charges a service fee for lodging each type of document through its digital settlement platform. A straightforward purchase might involve just a Transfer document, while a purchase with finance will also involve a Mortgage, and a sale that pays out an existing loan will involve a Discharge of Mortgage. Each of these carries its own fee, and where more than one title is involved on the same instrument, a higher multiple title rate applies. These fees are billed to whichever party's representative lodges the document, and are almost always passed through as a disbursement on your conveyancing or legal invoice.

The Industry Data Standard surcharge

Since May 2026, an additional Industry Data Standard charge, often shortened to IDS, has applied to certain document types. For a standard Transfer, this is a separate charge of fifty five cents per participant on the transaction, so a typical two party transfer attracts an extra dollar and ten cents. For Mortgages and Discharges of Mortgage, the IDS charge has since been folded directly into the base service fee rather than appearing as its own line item, so you will not see it listed separately for those documents even though it is built into the number shown.

Why the fees change every year

PEXA's fee schedule is reviewed and adjusted annually, typically taking effect from 1 July each year, in line with movements in the Consumer Price Index and with the approval of the state and territory land registrars who oversee the platform. This means the exact dollar figures shift slightly every financial year, even though the structure of what attracts a fee generally stays consistent. If you are budgeting for a settlement that will occur near the end of a financial year, it is worth checking whether the fee schedule is due to change before you rely on a quote.

Frequently Asked Questions

Are PEXA fees the same as stamp duty?

No. PEXA fees are a service charge for using the electronic settlement platform. Stamp duty is a separate state tax on the property transaction itself, calculated on a completely different basis.

Who actually pays the PEXA fee?

The fee is charged to whichever party's legal or conveyancing representative lodges each document. It is standard practice for this to be passed on to you as a disbursement on your final invoice.

Do these fees include GST?

Yes, all PEXA fees shown are inclusive of GST, so no additional GST is added on top of the amounts quoted.
